Building the Road to the Majority

The Pennsylvania House Democratic Campaign Committee (PA HDCC) is a political organization committed to supporting Democratic candidates running for office in the Pennsylvania House of Representatives. It was founded in response to the need for a unified Democratic voice in the state legislature and strives to advance the values and vision of the Democratic Party by electing leaders who share those beliefs. The PA HDCC provides Democratic candidates with a range of support, including fundraising, voter outreach, and campaign strategy. By championing progressive policies and backing qualified Democratic candidates for office, the PA HDCC is a key player in shaping the future of Pennsylvania politics.

MFStrategies was recruited by then-Democratic Leader Frank Dermody in 2015 to revitalize the PA HDCC after several cycles of losses left Democrats with a historic minority. Our team led the committee's fundraising program and conducted an extensive research project to understand how institutional money flows throughout the state. We also developed materials that empowered leadership members to engage with stakeholders and reestablished a member services program that enabled rank-and-file members to contribute to the committee. Over two cycles, we raised $11.7 million, which directly supported competitive Democratic campaigns across the Commonwealth and helped grow the caucus from 84 seats to 93 (out of 203).

This strong position served as a launching point for the next two cycles, culminating in Democrats retaking the majority after the 2022 elections for the first time in over a decade.

• Raised $11.7M over a 2-cycle period

• Completely rebuilt the committee's finance program from the ground up informed by large-scale PAC and donor research projects

• Established a full-service incumbent engagement program which brought additional resources into member accounts and enabled higher member participation in committee fundraising

• Lead the finance operation which empowered record-setting electoral successes and put the caucus within striking distance of reclaiming the majority.
